A garden city and a new town
Welwyn Garden City is the world's second garden city. Historic England credits Louis de Soissons with its 1920 master plan, and his neo-Georgian style still sets the look of many streets: brick houses, open front lawns, wide verges and trees. After the war it was also made a new town, so later neighbourhoods sit alongside the early garden city streets.
For an install, that means the look of the street comes first, so outdoor units belong at the side or rear.
The Estate Management Scheme
Welwyn Hatfield Borough Council runs the Estate Management Scheme, which covers most of Welwyn Garden City. It was set up in 1973, after the Leasehold Reform Act 1967 let leaseholders buy the freehold of their houses, to keep high standards of appearance across the town. The council took over the old estate covenants in 1974. The conditions apply to freehold properties in the scheme area.
If your home is in the area, you may need Estate Management consent before changing the outside of your home or garden. This consent is separate from planning permission, so some work needs both. You can check whether your address is covered on the council's online map.
The scheme's design guide has a section on air conditioning and external boiler units. It asks for careful placement, ideally out of view from the street and neighbouring gardens, screening where the position is limited, pipe runs planned to keep their visual impact low, and units placed so noise doesn't affect neighbours. The council's register shows recent consents for units on side and rear walls.

Install after consent
We book the install once consent comes through. Some applications carry a fee, and when we checked in October 2026 a retrospective application cost £281, so it pays to apply first.
Planning: Welwyn Hatfield Borough Council
Planning in Welwyn Garden City is handled by Welwyn Hatfield Borough Council, the same council that runs the Estate Management Scheme.
A heating-capable outdoor unit on a house is often permitted development, so no planning application is needed if every limit is met. The main ones: the unit must not be used only for cooling, it must be no bigger than 1.5 m³, and it must pass the MCS 020(a) noise check of 37 dB(A) at neighbours' windows. A terraced or semi-detached house can have one heat pump under these rules. Permitted development doesn't remove the need for Estate Management consent.
The town has three conservation areas: the town centre and the residential areas to the west, the Beehive area, and Peartree. In these, a unit can't go on a wall or roof facing the road without permission. When we checked, the council's Article 4 directions near the town covered employment sites and green belt land at Digswell Park Road, not ordinary homes.
In July 2026 the government announced that Hertfordshire's county and district councils will be replaced by four unitary councils from 1 April 2028, subject to Parliament's approval. Welwyn Garden City would join a new central Hertfordshire council with Stevenage and most of North Herts. Until then, Welwyn Hatfield decides applications.

Businesses and parking

The council runs resident permit zones on some streets, such as the Sherrards zone that started in March 2025. Each zone has its own hours and list of eligible addresses. If you live in one, tell us when you book and we'll agree where the van can park.

Do I need Estate Management consent for air conditioning?
If your freehold home is in the scheme area, which covers most of the town, plan on it. The scheme's design guide has its own section on air conditioning units. Check the council's map, and apply before you book the install date.
Do I need planning permission as well?
Not always. A heating-capable unit on a house can be permitted development if it meets the size, position and noise limits. You'll need permission for a listed building, a cooling-only unit, or a unit facing the road in a conservation area. Estate Management consent is a separate step.
Can the outdoor unit go on the front of my house?
It's unlikely. The scheme's guidance prefers positions out of view from the street, and in a conservation area a unit on a wall facing the road needs planning permission. Side and rear walls, or a flat roof out of sight, are the usual answers.
What does the Estate Management application cost?
There are charges for some applications, set out in the scheme's fee structure. Retrospective applications cost more, £281 when we checked in October 2026, so apply before the work. Planning fees, if needed, are separate.
Will the unit be quiet enough for my neighbours?
