Air conditioning in Waltham Cross
We install, service and repair air conditioning in Waltham Cross, for flats and houses around the town centre and for businesses on Britannia Road and Park Plaza. Here's how planning, the town's mix of homes and parking on the High Street affect an install.

Of 39,850 households in the 2021 Census, 73 in 100 lived in a house (15 detached, 29 semi-detached, 29 terraced) and 26 in 100 in a flat. Most installs here are on houses, where a back or side wall is usually the simplest place for the outdoor unit.
In a conservation area an outdoor unit can't go on a wall or roof facing a road without planning permission, and an Article 4 direction can remove permitted development rights altogether. Check your postcode to see whether either applies to your street.

A town named after its cross
Waltham Cross takes its name from the Eleanor Cross in the town centre. Its listing calls it one of three remaining crosses built for Edward I to mark the resting places of his queen, Eleanor of Castile. It is listed Grade I and is also a scheduled monument. The upper stages were rebuilt in the 1830s, the 1880s and 1890s, and the 1950s, and the statues on it today are replicas.
The Local Plan describes the town as the meeting point of London, south of the M25, and Hertfordshire to the north. It is almost entirely built up around its historic centre, with new apartment blocks added in recent years because of its road and rail links. Harold House, listed Grade II*, is the other landmark of the town centre.
Planning: Broxbourne Borough Council
Waltham Cross is in the Borough of Broxbourne. None of the borough's six conservation areas covers the town, so the extra conservation area limits on outdoor units don't apply to most homes here. A heat pump that also heats is often permitted development on a house if it is no bigger than 1.5 m³ and passes the MCS 020(a) noise check of 37 dB(A) at the neighbours' windows. Cooling-only units need permission. Our planning guide covers the rest.
Listed buildings, including the Eleanor Cross and Harold House, always need consent for works to them, and the council looks at the setting of listed buildings too. Its Article 4 directions mainly stop some shops, offices and light industrial buildings becoming homes without permission in selected areas, and don't target air conditioning.
In July 2026 the government announced a new Eastern Hertfordshire council for Broxbourne and East Herts from 1 April 2028, with elections in May 2027. Until then, Broxbourne Borough Council decides applications.
Waltham Cross homes and what they mean for an install
| Type of home | Where | What it means for the install |
|---|---|---|
| Flats above shops | The High Street and the streets off it | Freeholder consent first. Outdoor units usually go on a rear wall or flat roof, never over the pedestrian street. |
| Apartment blocks | Newer blocks near the town centre, and Hazlemere Marina in the Lee Valley | Management company consent first. Permitted development allows one heat pump per block, up to 0.6 m³. |
| Newer houses | The former Britannia Nurseries site on Bryanstone Road | Check the planning permission and any estate rules about equipment on outside walls. |
| Terraced and semi-detached houses | Elsewhere in the town | Usually permitted development. A rear wall or ground pad, with one outdoor unit serving several rooms. |
Air conditioning for Waltham Cross businesses
The Britannia Road area is one of the borough's two largest employment areas, and Park Plaza, by junction 25 of the M25, is planned as a major jobs location, with Park Plaza North for small and medium firms and a business campus at Park Plaza West. We fit wall units, ceiling cassettes and server room cooling in offices, warehouses with office space, workshops and trade counters, sized from the heat load.
In the town centre we work in shops, cafes, salons and clinics. The Local Plan earmarks the north end of the High Street for new homes with shops below, so expect new commercial units there too. Commercial installs are done in business hours, and we take over servicing from other installers.
Parking and access on install day
The core of the High Street is pedestrianised, so for a flat or shop there we plan the van's parking and the route for the outdoor unit before the day. Broxbourne Council suspends parking bays for £36.50 per bay per day plus a £25 admin fee, booked at least seven days ahead, and it doesn't guarantee the space will be free. We show any fee on your quote before you agree to it.
The Local Plan notes a history of flooding in parts of the borough and a high water table in places. In low-lying streets near the Lee Valley we mount outdoor units on a wall bracket or a raised pad, clear of standing water.

Waltham Cross questions
Do I need planning permission for air conditioning in Waltham Cross?
Often not for a house. No conservation area covers the town, so a unit that also heats can usually go on a house as permitted development if it meets the size, position and noise limits. Cooling-only units, listed buildings and most flats need more checks. Applications go to Broxbourne Borough Council.
Can I have air con in a flat above a High Street shop?
Often, yes. You need the freeholder's consent first. Because the street is pedestrianised, the outdoor unit usually goes on a rear wall or flat roof, and we plan parking and access before the install. A single room starts from £1,850 including VAT.
Is air conditioning noisy for my neighbours in a terrace?
It shouldn't be. Permitted development needs the outdoor unit to pass the MCS 020(a) check of 37 dB(A) at the neighbours' windows, so we choose quiet units and position them with that in mind. A multi-split serves two rooms from £3,650 or three from £5,100, including VAT, with one outdoor unit.
Do you fit air conditioning in Park Plaza or Britannia Road units?
Yes. Commercial wall units start from £1,795 plus VAT and ceiling cassettes from £2,750 plus VAT. We also cool server rooms, service existing systems, keep F-Gas records and offer maintenance contracts.
I live near the Eleanor Cross. Does that affect my install?
It can. Works to a listed building always need consent, and the council also considers the setting of listed buildings when it decides an application. For a flat or shop close to the Cross or Harold House, we keep the outdoor unit out of view from the street and give you the details for any application.
My air conditioning has stopped working. Can you repair it?
Yes, for most brands, whoever fitted them. We confirm the cost of the repair visit when you book, and the repair itself is priced in writing before any work starts. An annual service starts at £119 including VAT.
