Planning here is handled by St Albans City and District Council, not the county council. The district covers the city, Harpenden, Wheathampstead, Redbourn, London Colney, Park Street, How Wood, Bricket Wood, Chiswell Green, Colney Heath and Sandridge. About 81% of it is Green Belt.

The council's own guidance says adding air conditioning to your home may be permitted development, as long as all the limits and conditions in the legislation are met. Those limits are tighter for listed buildings and in conservation areas. In Article 4 areas such as Fishpool Street, most permitted development rights are removed, so nearly all external changes need planning permission.
