A railway town around a common
Harpenden was a small, mainly agricultural village until the late nineteenth century. The council's conservation area statement traces its growth to the railways: a line from Kings Cross to Dunstable in 1860, then the Midland main line in 1868. Late Victorian and Edwardian houses spread out from the High Street and the Common, and the town has kept growing since.
That gives us three main kinds of home to work with: Victorian and Edwardian houses near the centre and the Common, interwar and post-war family houses further out, and newer flats and infill houses throughout.
Planning: St Albans City and District Council
Harpenden is in St Albans district, so planning applications go to St Albans City and District Council, not the county council. Harpenden also has a neighbourhood plan, which the council uses alongside its own policies when it decides applications in the town.
The council's own guidance says adding air conditioning to your home may be permitted development, as long as every limit and condition is met. The main ones: the unit must not be used only for cooling, it must be no bigger than 1.5 m³, and it must pass the MCS 020(a) noise check of 37 dB(A) at neighbours' windows. A semi-detached or terraced house can have one heat pump, a detached house two. Our planning guide sets out the rest.
In July 2026 the government announced that Hertfordshire's county and district councils will be replaced by four unitary councils from 1 April 2028, subject to Parliament's approval. Harpenden would join a new council covering the current St Albans and Dacorum areas. Until then, St Albans City and District Council decides applications.
The Harpenden conservation area
The Harpenden conservation area was designated in 1969 and extended in 1983, 1993 and 1999. The council's 2008 character statement calls it one of the largest in the county, made up of the town centre, the Common, Hatching Green and the suburbs built after the railway arrived. It splits the area into identity areas, including:
- The High Street and Station Road
- Luton Road, Hollybush Lane and Park Hill
- The Avenues west of the town centre, and Park Avenue
- The Common, West Common and the houses around them
- Hatching Green and the Southdown area
What the conservation area means for an outdoor unit
Inside a conservation area, a unit can't go on a wall or roof facing the road under permitted development, and it can't be closer to a bordering road than the house itself. Many older Harpenden houses are detached, or semi-detached pairs, in mature gardens, so a rear or side position usually works. Corner plots need more care, because two walls may face a road.
Listed buildings always need planning permission and listed building consent. If you're unsure, the council suggests a Lawful Development Certificate, which confirms in writing that the work doesn't need permission.

Do I need planning permission for air conditioning in Harpenden?
Not always. The council says air conditioning may be permitted development if every limit and condition is met. Inside the conservation area, a unit on a wall or roof facing the road needs permission, and listed buildings always do. Applications go to St Albans City and District Council.

Can you cool the bedrooms in a large detached house?
Yes. A multi-split runs several bedrooms from one outdoor unit, from £3,650 for two rooms and £5,100 for three, including VAT. A detached house can have two heat pumps under permitted development, which gives more options for siting.
Is ducted air conditioning possible in a Harpenden house?
Often, if there's loft or ceiling space for the indoor unit and ducts. Only the grilles show in the room. Ducted systems start from £4,950 per zone including VAT and always need a survey first.
