From hat town terraces to Napier Park

Luton grew quickly in the 19th century on the hat trade. Historic England describes a town of hat factories, workshops, warehouses and the terraced houses the industry needed. High Town Road is the core of Luton's earliest suburb, and its side streets still have Victorian terraces in local brick, with bay windows and long back gardens.

Much of the rest of the town is 20th-century suburbs and estates. Napier Park is one of the newest neighbourhoods. It's built on the former Vauxhall car factory site, where car production stopped in 2002, and the council approved its redevelopment in 2014.

Planning: Luton Borough Council

Luton Borough Council has handled all its own planning since it became a unitary council in 1997. A heating-capable unit on a house is often permitted development if it meets the limits on size, position and noise. Cooling-only units, listed buildings and units on road-facing walls in a conservation area need permission. Our planning guide explains each rule.

Luton has five conservation areas. Three are mainly commercial: the town centre, Plaiters' Lea (the Hat District) and High Town Road. Two are mainly residential: Rothesay, designated in 2003, and Luton South, designated in 2010. The council says some changes that are normally allowed elsewhere need permission inside them, and some areas have extra controls, so ask its development control team about your address.

Luton's current Article 4 directions mostly stop offices and business units being turned into homes without permission, in the town centre, at Butterfield and at Capability Green. They don't target air conditioning, but always check before you go ahead.

Parking on install day

Do I need planning permission for air conditioning in Luton?

Often not. A heating-capable unit on a house can be permitted development if it meets the size, position and noise limits. You need permission for a listed building, a cooling-only unit, or a unit on a road-facing wall in one of the five conservation areas. Applications go to Luton Borough Council.

I live in a Victorian terrace in High Town. Can I have air conditioning?

Usually, yes. The outdoor unit goes at the rear, on the wall or a ground pad, with pipes run through the back rooms. The High Town Road conservation area covers part of the area, so check the council's map. Inside it, a unit can't go on a wall facing the road without permission.

Can you fit air conditioning in a converted Hat District building?

Yes, with planning first. Plaiters' Lea is a conservation area and some buildings may be listed, so we agree where the outdoor unit can go and give you the details for any application before we book the install.

My system has stopped cooling. Can you find out why?

Yes. A repair diagnostic visit is £125 including VAT, and it's deducted if you go ahead with the repair. Low refrigerant usually means a leak, so we find and fix the leak before any regas. We repair most brands, whoever fitted them.

How much does it cost to cool two bedrooms?

Two rooms on one outdoor unit start from £3,650 including VAT. Three rooms start from £5,100. A single bedroom on its own starts from £1,850 with a 5 m pipe run, usually fitted in a day.
