Victorian streets, Edwardian terraces and new villages
Much of Bedford's older housing is Victorian and Edwardian. De Parys Avenue, laid out from 1881 on land that once belonged to St John's Hospital, is the best-known example: a wide avenue of large villas north of the river. Terraced streets are common in Queens Park, the Castle area and the roads around the town centre.
The town is still growing. Wixams, south of Bedford on the former Elstow Storage Depot, is a new settlement planned for up to 4,500 homes. Great Denham and Biddenham, to the west, have newer estates too. New homes are well insulated, so upstairs rooms can get warm in summer, but they're usually the simplest homes to fit.

Planning: Bedford Borough Council
Bedford Borough Council has handled all planning here since Bedfordshire County Council was abolished in 2009. A heating-capable unit on a house is often permitted development if it meets the limits on size, position and noise. Cooling-only units, listed buildings and units on road-facing walls in a conservation area need permission. Our planning guide explains each rule.
The borough has 29 conservation areas. The Bedford conservation area covers the town centre and many nearby streets. The council's appraisal splits it into 14 character areas, including De Parys. Others include Kempston, Elstow, Biddenham, Cardington, Stewartby, Wootton, Turvey, Harrold and Sharnbrook.
The council has two Article 4 directions. One covers houses in multiple occupation in Bedford and Kempston, which doesn't affect air conditioning. The other, from 1987, removes some permitted development rights in parts of the Stewartby conservation area, so check with the council there. Formal pre-application advice is available for a fee.
Air conditioning for Bedford businesses

Parking on install day
Bedford has controlled parking zones in parts of the town, and resident and visitor permits have been virtual since 2024. Permits only work in their own zone and don't guarantee a space. If you live in a zone, tell us when you book so we can plan where the van parks, because we need to unload the outdoor unit close to the house.

Do I need planning permission for air conditioning in Bedford?
Often not. A heating-capable unit on a house can be permitted development if it meets the size, position and noise limits. You need permission for a listed building, a cooling-only unit, or a unit on a road-facing wall in one of the borough's 29 conservation areas. Applications go to Bedford Borough Council.
I live on De Parys Avenue. Can I have an outdoor unit?
Usually, yes, if it's out of view from the road. De Parys is a character area within the Bedford conservation area, so a unit can't go on a wall facing the road under permitted development. These houses tend to have room at the side or rear. If yours is listed, you'll also need listed building consent.
I live in Wixams. Which council do I apply to?
It depends on your address. Most of Wixams is in Bedford Borough, but part of it is in Central Bedfordshire. Your council tax bill shows which council you're in. New homes there may also have planning conditions or covenants about external equipment, so check those first.
Can you cool the bedrooms in a Victorian terrace?
Yes. A multi-split runs two to four indoor units from one outdoor unit at the rear. Two rooms start from £3,650 including VAT and three rooms from £5,100. We plan the pipe routes at the survey to keep them out of sight.
Is there a unit that doesn't go high on the wall?
Yes. A floor-standing console sits low on the wall, near the floor. It suits bay windows, loft rooms with sloping ceilings and rooms where a high wall unit won't fit. A 2.5 kW console starts from £2,350 including VAT.
Will air conditioning heat my home in winter as well?
Yes. Every home system we fit heats as well as cools. It's an air-to-air heat pump, which is also why it can count as permitted development. It can keep a garden room or loft room comfortable through the colder months too.
