Planning: North Herts Council

Planning in Hitchin is handled by North Hertfordshire District Council, which calls itself North Herts Council. Hertfordshire County Council doesn't decide applications for homes or shops.

A heating-capable outdoor unit on a house is often permitted development, so no application is needed if every limit is met. The main ones: the unit must not be used only for cooling, it must be no bigger than 1.5 m³, and it must pass the MCS 020(a) noise check of 37 dB(A) at neighbours' windows. A terraced or semi-detached house can have one heat pump under these rules, a detached house two. Our planning guide sets out the rest.

In July 2026 the government announced that Hertfordshire's county and district councils will be replaced by four unitary councils from 1 April 2028, subject to Parliament's approval. Most of North Herts, including Hitchin, would join a new central Hertfordshire council with Stevenage and Welwyn Hatfield. Until then, North Herts Council decides applications.

Hitchin's conservation areas

In a conservation area, a unit can't go on a wall or roof facing the road under permitted development, and it can't be closer to a bordering road than the house itself.

Article 4 directions in Hitchin

North Herts lists two kinds of Article 4 direction that touch Hitchin. The first is an older Hitchin direction, published with its own plan of the area it covers. The second, made in 2022, covers the shopping frontages in the town centre and stops shops, offices and other commercial units being turned into homes without planning permission.

Parking on install day

North Herts runs lettered residents' parking zones in parts of Hitchin, such as Zone J, and Zone K on Bedford Road. A permit is only valid in its own zone and only for eligible addresses, and hours vary by zone.
