Air conditioning in South Oxhey, Carpenders Park and Oxhey Hall

We install, service and repair air conditioning across South Oxhey, Carpenders Park and Oxhey Hall. Most homes here were built for Londoners after the war, so here's what matters for an install in a house you own, a flat with a lease or a home you rent.

Of 36,859 households in the 2021 Census, 79 in 100 lived in a house (26 detached, 35 semi-detached, 18 terraced) and 20 in 100 in a flat. Most installs here are on houses, where a back or side wall is usually the simplest place for the outdoor unit.

In a conservation area an outdoor unit can't go on a wall or roof facing a road without planning permission, and an Article 4 direction can remove permitted development rights altogether. Check your postcode to see whether either applies to your street.

A London estate in Hertfordshire

The London County Council built South Oxhey between 1946 and 1952, on part of a 920 acre site bought compulsorily from the Blackwell family, to house 16,000 Londoners in 3,850 homes. Work started in October 1946 and the first houses were lived in from November 1947. In April 1980 the estate and its homes passed from the Greater London Council to Three Rivers District Council.

Older Oxhey survives among it: Oxhey Chapel, built in 1612 for Sir James Altham and listed Grade II*, now stands among the post-war houses. Carpenders Park station was on the edge of the new estate from the start.

Homes here and what they mean for an install

Post-war houses you ownAcross South OxheyUsually permitted development. A rear or side wall, or a ground pad, with the pipes straight through the wall.
Post-war houses you rentAcross South OxheyYour landlord's written permission comes first. We can send them the unit's size, position and noise figures.

Planning: Three Rivers District Council

A heating-capable outdoor unit on a house is often permitted development if it is not used only for cooling, is no bigger than 1.5 m³ and passes the MCS 020(a) noise check of 37 dB(A) at neighbours' windows. A terraced or semi-detached house can have one heat pump. Outside a conservation area, it can't go on a wall facing the road above the ground floor.

Flats are different. Permitted development allows one heat pump for a whole block, with an outdoor unit no bigger than 0.6 m³, so if the block already has one, you need a planning application. Before any of that, the lease usually needs the freeholder's written consent for anything fixed to the outside walls.

South Oxhey Central

Three Rivers, Countryside and Home Group rebuilt the estate's shopping centre as South Oxhey Central: the council's figures are 659 new homes when complete, more than 55,000 sq ft of shops and other commercial space, a new market square and a Lidl.

In a new block, the managing agent or housing association decides what goes on the outside walls and balconies, and the planning permission may set rules too. We check both before quoting, and suggest a through-the-wall position or a balcony unit only where the building allows it.

Oxhey Hall conservation area

On the west side of the estate, Three Rivers made the original Oxhey Hall Estate a conservation area after a planning committee decision on 6 March 2006. It covers about 490 houses on Raglan Gardens, Oaklands Avenue, Hillcroft Crescent and part of Vivian Gardens: 1930s Metroland semis and detached houses with long back gardens and views over the Green Belt.

None of the houses is listed. The 2007 appraisal said an Article 4 direction should be considered, but we found none published by the council. A unit can't go on a wall or roof facing the road without permission, so a back wall is the usual answer. More than a hundred trees in and around the area have preservation orders.

Carpenders Park

Carpenders Park, around its station on the edge of the estate, is in the same parish and council. Three Rivers' draft Local Plan 2026 to 2042 had its final consultation from 31 July to 25 September 2026 and hasn't been examined, so these sites are only proposed: about 400 homes and a medical centre south of Little Oxhey Lane, and about 381, 98, 96 and 50 homes on four sites along Oxhey Lane, including Grange Wood.

In South Oxhey itself the plan proposes smaller sites: about 80 homes on land south of St Josephs, 50 at the Northwick Day Centre, 40 at Pinewood Lodge and 30 at the former Sir James Altham School.

Shops and businesses

We fit and service air conditioning for shops, cafes, clinics and offices in the South Oxhey district centre and around Carpenders Park. Since 29 March 2024 an Article 4 direction has stopped shops and offices in the district centre becoming homes without planning permission. Wall units suit small shops; ceiling cassettes suit rooms with suspended ceilings. Commercial installs are done in business hours.

South Oxhey questions

Can I have air conditioning in my ex-council house in South Oxhey?

Yes, if you own it, the usual permitted development rules apply: a heating-capable unit within the size, position and noise limits normally needs no application. We put the outdoor unit on the back or side wall, or a ground pad, and run the pipes straight through the wall. A single bedroom starts from £1,850 including VAT.

I rent my home. Can I still get air conditioning?

Only with your landlord's written permission, whether that's a housing association or a private landlord. We can give you the unit's size, position, noise figures and how we fix it to the wall, so your landlord has what they need to decide. Our guide to air conditioning in a rented home explains more.

I own a maisonette on the estate. What do I need?

First the freeholder's written consent, as the lease usually covers the outside walls. Then planning: permitted development allows one heat pump per block, up to 0.6 m³, and above the ground floor it can't go on a wall facing the road. We check the lease terms and the building before quoting.

Do I need planning permission in Oxhey Hall?

It depends where the unit goes. Raglan Gardens, Oaklands Avenue, Hillcroft Crescent and part of Vivian Gardens are in a conservation area, so a unit facing the road needs permission. A heating-capable unit on the back wall that meets the limits is usually permitted development. Applications go to Three Rivers.

Is South Oxhey covered by Watford Borough Council?

No. Despite the Watford postcode, South Oxhey, Carpenders Park and Oxhey Hall are in Three Rivers District, so Three Rivers handles planning. Oxhey near Bushey station is in Watford Borough, which has different rules.

Can you service or repair an existing system?

Yes. An annual service starts at £119 including VAT, plus £59 for each extra indoor unit on the same visit. We repair most brands, whoever fitted them, and confirm the cost of the repair visit when you book.
