Planning: Three Rivers District Council

Planning in Rickmansworth, Croxley Green and Chorleywood is handled by Three Rivers District Council, at Three Rivers House on Northway in Rickmansworth.

A heating-capable outdoor unit on a house is often permitted development, so no application is needed if every limit is met. The main ones: the unit must not be used only for cooling, it must be no bigger than 1.5 m³, and it must pass the MCS 020(a) noise check of 37 dB(A) at neighbours' windows. A terraced or semi-detached house can have one heat pump under these rules. Our planning guide sets out the rest.

Several of the district's conservation areas sit in and around these three places. In any of them, a unit can't go on a wall or roof facing a highway without permission. Listed buildings always need consent.

Air conditioning for local businesses

Since 29 March 2024, an Article 4 direction has stopped commercial premises becoming homes without planning permission in nine places. They include Rickmansworth Town Centre, Chorleywood District Centre, Croxley Business Park, the Maple Cross and Maple Lodge employment area and the Tolpits Lane employment area.

We fit wall units, ceiling cassettes and multi-split systems for offices, shops, restaurants, clinics and small server rooms. Commercial installs happen in business hours. We can take over servicing from another installer and keep your F-Gas records up to date.

Parking on install day

Three Rivers District Council introduces and manages permit parking restrictions, with resident, visitor and business permits. On yellow lines, vehicles can load and unload but can't park. If your street has permit parking, tell us when you book and we'll plan where the van parks, because we need to unload the outdoor unit close to the house. Three Rivers is outside London's ULEZ.

Rickmansworth questions

Do I need planning permission for air conditioning in Rickmansworth?

It depends where you live. Outside a conservation area, a heating-capable unit on a house can be permitted development if it meets the size, position and noise limits. In a conservation area it can't face a highway, and some streets have Article 4 directions. Applications go to Three Rivers District Council.

I live on Nightingale Road. What should I check?

The council publishes Article 4 directions for the Nightingale Road and Upper Nightingale Road conservation areas. Check whether your house is inside the boundary and ask the council what the direction covers. If it removes the heat pump rights, you'll need a planning application.

Can I have air conditioning in a Chorleywood conservation area?

Usually, yes, with care. Chorleywood Common and Chorleywood Station Estate are conservation areas, so the outdoor unit can't go on a wall or roof facing a highway under permitted development. We look for a rear or side position and give you the details for any application.

Do you fit air conditioning at Croxley Business Park?

Yes. We survey the space, check with the landlord or managing agent about where condensers can go, and fit during business hours. Commercial wall units start from £1,795 plus VAT and ceiling cassettes from £2,750 plus VAT.

How much does a single room cost?

A 2.5 kW wall unit for a bedroom or study starts at £1,850 including VAT, with a 5 m pipe run, fitted in a day. Living rooms usually need 3.5 kW, from £2,050. Two rooms on one outdoor unit start from £3,650.

Can you service my existing system?

Yes. An annual service starts at £119 including VAT, plus £59 for each extra indoor unit on the same visit. We service most brands, whoever installed them. A repair diagnostic visit is £125, deducted if you go ahead.
