A new town built around an old market town
Hemel Hempstead was designated a new town in 1947. The master plan kept the old market town and its High Street, and ringed it with new neighbourhoods, each with its own shops, churches and open space. Adeyfield came first: the foundation stone for its first house was laid in April 1949.
That history shapes most installs we quote here. The new town neighbourhoods, such as Adeyfield, Bennetts End, Chaulden, Gadebridge, Grovehill and Warners End, are mostly terraces and semis with gardens at the back, plus low-rise blocks of flats. The Old Town and the streets near the station are older. Newer estates sit on the edges of town.

Planning in Hemel Hempstead is handled by Dacorum Borough Council at The Forum, not by Hertfordshire County Council.
A heating-capable outdoor unit on a house is often permitted development, so no application is needed if every limit is met. The main ones: the unit must not be used only for cooling, it must be no bigger than 1.5 m³, and it must pass the MCS 020(a) noise check of 37 dB(A) at neighbours' windows. The Hemel Hempstead conservation area takes in the Old Town and High Street. It was designated in August 1968, one of the first in the county. Here a unit can't go on a wall or roof facing the road without permission. Nearby villages with their own conservation areas include Piccotts End, Water End, Winkwell, Bovingdon, Flaunden and Great Gaddesden.
When we checked in October 2026, Dacorum's list of Article 4 directions named places such as Berkhamsted, Tring and Northchurch, not Hemel Hempstead. Listed buildings always need consent. If you're unsure, the council's conservation team is happy to advise before you start.

Sometimes. You'll need the freeholder's written consent whatever the planning position. Permitted development allows one heat pump on a block of flats, with an outdoor unit up to 0.6 m³. If the block already has one, a planning application is needed.
