Which council handles planning
Egham, Englefield Green and Virginia Water are in Runnymede, so Runnymede Borough Council handles planning there. Staines-upon-Thames is on the other side of the Thames in Spelthorne, and Spelthorne Borough Council handles planning for it.
Both councils hand over on 1 April 2027. From that date Runnymede and Spelthorne become part of the new West Surrey Council, with Guildford, Surrey Heath, Waverley and Woking, and planning applications go there instead.
A unit that heats as well as cools can often go on a house without a planning application, under national permitted development rules, within limits on size, position and noise. Those rights don't cover listed buildings, and in a conservation area the unit can't go on a wall or roof facing the road.
Conservation areas around Egham
Runnymede's conservation areas include several in and around Egham. Egham's own was designated on 22 April 1993 and covers the historic town centre around the High Street. Englefield Green was first designated in 1970, around the open green, and extended in 1978 to take in the wooded part to the north.
If your home is in one of these areas, keep the outdoor unit at the back or side, away from the road. Check the council's map for your address before you go ahead, and the National Heritage List if the building might be listed.

Green Belt and homes near the Thames
Runnymede's borough profile puts 78.63% of the borough in the Green Belt. Green Belt rules are aimed at new buildings and changes of use, so they don't stop an outdoor unit on an existing home. The usual permitted development limits still apply.

Parking on install day
Surrey County Council runs on-street parking across Surrey, including Runnymede and Spelthorne. It took over direct management in April 2023. Parking suspensions and waivers are applied for through the county's Surrey Permit site. If your road has permit bays or yellow lines, tell us when you book and we'll agree where the van can go.

Who do I apply to for planning permission in Egham?
Runnymede Borough Council until 31 March 2027. From 1 April 2027, the new West Surrey Council handles planning for Egham, Englefield Green and Virginia Water.
Is Staines-upon-Thames covered by Runnymede council?
No. Staines-upon-Thames is in Spelthorne, so Spelthorne Borough Council handles planning there until 31 March 2027. From 1 April 2027 it also moves to West Surrey Council.
I live in Englefield Green. Can I have air conditioning?
Usually, yes. If your home is in the Englefield Green conservation area, put the outdoor unit at the back or side, not on a wall facing the road. If the house is listed, you'll need consent first. We check this at the survey.
Can a landlord fit air conditioning in a shared student house?
Yes. Each bedroom can have its own wall unit, or a multi-split can run two to four rooms from one outdoor unit, from £3,650 for two rooms. The usual planning limits apply, including one heat pump on a semi-detached or terraced house.
Does the Green Belt stop me fitting air conditioning?
No. Green Belt rules are about new buildings and changes of use. An outdoor unit on an existing home follows the normal permitted development limits on size, position and noise.

Yes. An annual service starts at £119 and keeps the manufacturer's warranty valid. We service most brands, whoever installed them.
