Planning in Reigate and Redhill, now and from April 2027

Reigate and Banstead Borough Council handles planning applications until 31 March 2027. From 1 April 2027, the borough becomes part of the new East Surrey Council, with Elmbridge, Epsom and Ewell, Mole Valley and Tandridge, and applications go there instead.

A few RH1 addresses east of Redhill, such as Nutfield and Bletchingley, are in Tandridge rather than Reigate and Banstead. Tandridge is joining East Surrey Council too.

A unit that heats as well as cools can often go on a house without a planning application, under national permitted development rules, within limits on size, position and noise. Those rights don't cover listed buildings, and in a conservation area the outdoor unit can't go on a wall or roof facing the road.

Conservation areas in Reigate and Redhill

The council says Article 4 directions have been served on most conservation areas in the borough, controlling external changes to houses. So in a conservation area, assume an application may be needed for anything visible, and check first. The Surrey Hills and the Green Belt

Reigate Hill and Gatton, on the North Downs above the town, are in the Surrey Hills National Landscape. A National Landscape doesn't ban air conditioning, but councils look closely at anything visible, so the outdoor unit should sit low and out of view. Redhill and Earlswood Commons and much of the countryside around the towns are Green Belt, which deals with new buildings rather than equipment on an existing home.

Natural England has proposed adding more land to the Surrey Hills, including an area it calls Chipstead. It sent the order to the Secretary of State on 7 September 2026, and no decision had been made when we last checked.

Parking on install day

On-street parking in Surrey, including bay suspensions and waivers, is run by Surrey County Council, which normally needs at least ten days' notice to suspend a bay. If your road has permit or time-limited bays, tell us when you book and we'll plan where the van goes. There's no ULEZ outside London.
