Planning in Epsom and Ewell, now and from April 2027
Epsom and Ewell Borough Council handles planning applications until 31 March 2027. From 1 April 2027, the borough becomes part of the new East Surrey Council, with Elmbridge, Mole Valley, Reigate and Banstead, and Tandridge, and applications go there instead. Until then the existing councils keep running services as usual.
A unit that heats as well as cools can often go on a house without a planning application, under national permitted development rules, within limits on size, position and noise. Those rights don't cover listed buildings. In a conservation area, the outdoor unit can't go on a wall or roof facing the road. Our planning guide sets out every rule.
Epsom and Ewell's 21 conservation areas
The council has 21 conservation areas. Five of them form the Hospital Cluster around Horton, on the sites of former hospitals that are now mostly homes. These are some of the others we're asked about.

Article 4 directions in Epsom and Ewell
The council has Article 4 directions in many of its conservation areas. They remove some permitted development rights, so changes to the outside of a house that would normally be allowed may need an application.

Green Belt around Epsom
Much of the open land around the town, including Epsom Common and Epsom Downs, is Green Belt. Green Belt rules are aimed at new buildings and changes of use, not at equipment on an existing home, so the usual permitted development limits still apply.
Parking on install day
On-street parking in Surrey, including bay suspensions and waivers, is run by Surrey County Council. It normally needs at least ten days' notice to suspend a bay. If your road has permit or time-limited bays, tell us when you book and we'll plan where the van goes.

I live on the Downs Road Estate. Can I have air conditioning?
Usually, yes. The Downs Road Estate is a conservation area with an Article 4 direction, so the outdoor unit should go at the back, away from the road. Check with the council if you're unsure. We look at this at the survey.
Can I fit air conditioning in a converted hospital building at Horton or Long Grove?
Often, yes. Both are conservation areas, so the outdoor unit should sit away from the road. If you own a flat, get the managing agent's rules first, then send them to us with the layout and we'll tell you what works.
Which unit suits a bedroom in a Stoneleigh semi?
Most bedrooms need a 2.5 kW wall unit, from £1,850 with a 5 m pipe run, fitted in a day. For two bedrooms, a multi-split runs both from one outdoor unit, from £3,650.
Does Epsom Common or the Downs being Green Belt stop me?
No. Green Belt rules deal with new buildings and changes of use. Equipment on an existing house follows the normal permitted development limits, as well as any conservation area or Article 4 controls.
Will it heat my home in winter too?
Yes. The systems we fit are heat pumps that heat as well as cool. That matters for planning too, because a cooling-only unit can't use permitted development.
