Planning in Leatherhead, now and from April 2027
Leatherhead, Ashtead, Fetcham and the Bookhams are in Mole Valley. Mole Valley District Council handles planning applications until 31 March 2027. From 1 April 2027, Mole Valley becomes part of the new East Surrey Council, with Elmbridge, Epsom and Ewell, Reigate and Banstead, and Tandridge, and applications go there instead.
A unit that heats as well as cools can often go on a house without a planning application, under national permitted development rules, within limits on size, position and noise. Those rights don't cover listed buildings, and in a conservation area the outdoor unit can't go on a wall or roof facing the road.
Mole Valley doesn't give informal conservation advice before an application. It offers a formal, written pre-application advice service instead, which is worth using for a borderline case.
Conservation areas and Article 4 directions
Mole Valley has 26 conservation areas. Around Leatherhead, these include Leatherhead town centre, Fetcham, Great Bookham and Little Bookham.
The council has Article 4 directions on parts of three conservation areas: Leatherhead, Dorking and Brockham. They add planning controls to protect features of particular streets, so work that is normally allowed may need an application. If your home is in the Leatherhead conservation area, check whether a direction applies before you go ahead.

The Surrey Hills and the Green Belt
South of the town, Box Hill and Mickleham are in the Surrey Hills National Landscape. A National Landscape doesn't ban air conditioning, but councils look closely at anything visible, so the outdoor unit should sit low and out of view. Much of the countryside around Leatherhead is also Green Belt, which deals with new buildings rather than equipment on an existing home.
Natural England has proposed adding more land to the Surrey Hills, including an area it calls the Headley Hills. It sent the order to the Secretary of State on 7 September 2026, and no decision had been made when we last checked.
Parking on install day
On-street parking in Surrey, including bay suspensions and waivers, is run by Surrey County Council, which normally needs at least ten days' notice to suspend a bay. If your road has permit or time-limited bays, tell us when you book and we'll plan where the van goes. There's no ULEZ outside London.
