Which council handles planning

Haslemere, Hindhead, Beacon Hill and Grayswood are in Waverley, so Waverley Borough Council handles planning until 31 March 2027. Haslemere Town Council comments on applications, but Waverley decides them. From 1 April 2027, Waverley becomes part of the new West Surrey Council, with Guildford, Runnymede, Spelthorne, Surrey Heath and Woking.

Grayshott is in Hampshire, not Surrey. It has its own parish council, and East Hampshire District Council handles planning there. The Surrey changes in April 2027 don't apply to Grayshott.

A unit that heats as well as cools can often go on a house without a planning application, under national permitted development rules, within limits on size, position and noise. Those rights don't cover listed buildings, and in a conservation area the unit can't go on a wall or roof facing the road.

Haslemere's conservation areas

Waverley lists two conservation areas under Haslemere: Haslemere Town Centre, with an appraisal adopted in October 2014, and Springhead and River Wey, with an appraisal adopted in June 2020. The council doesn't list a conservation area in Hindhead.

The Town Hall on the High Street is a Grade II listed building. If you live or work in either conservation area, keep the outdoor unit at the back, away from the road, and check the National Heritage List if the building might be listed.

The Surrey Hills and the South Downs

The Surrey Hills website calls Haslemere one of the gems of the Surrey Hills National Landscape, with timbered and tile-hung houses and cottages. The Devil's Punch Bowl, east of Hindhead, is in the Surrey Hills too. A National Landscape doesn't ban air conditioning, but anything visible gets a closer look, so the outdoor unit should sit low and out of view.

The South Downs National Park starts just south of the town. Black Down, its highest point, is about 1.2 miles south of Haslemere in West Sussex. The park covers parts of Hampshire, West Sussex and East Sussex, not Surrey, so Haslemere itself is outside it.

Inside the park, the South Downs National Park Authority is the planning authority, even where a district council processes applications for it. If you live south of the county line, check whether your address is inside the park before you plan anything.
