Who handles planning in Surrey, now and from April 2027

Until 31 March 2027, planning applications go to one of Surrey's 11 district and borough councils. Surrey County Council and the districts keep running day-to-day services until then.

On 1 April 2027 two new unitary councils take over council services, including planning. From then, applications go to the new council for your area.

Surrey homes and what they mean for an install

Surrey has a lot of large houses with gardens, which makes siting easier than in London. The challenge is often distance: long pipe runs from the outdoor unit to bedrooms on the far side of the house.

The Surrey Hills, Green Belt and conservation areas

The Surrey Hills National Landscape, designated in 1958, covers about a quarter of the county, from Farnham in the west to Oxted in the east. A small part of the High Weald National Landscape also reaches into Surrey. Surrey County Council puts Green Belt at 73% of the county.

The towns and villages have plenty of conservation areas. Waverley alone lists 44, including Godalming town centre and Farnham. Shere, in Guildford borough, has been a conservation area since 1973.

Outdoor units on houses can often go up without a planning application under permitted development, within limits on size, position and noise. In a conservation area a unit can't go on a wall facing the road without permission, and listed buildings need listed building consent. Our planning guide covers the rest.

Questions from Surrey customers

Which council do I apply to for planning in Surrey?

Until 31 March 2027, your district or borough council, such as Guildford, Elmbridge or Waverley. From 1 April 2027, either West Surrey Council or East Surrey Council, depending on where you live.

Does the Green Belt stop me fitting air conditioning?

No. Green Belt rules are aimed at new buildings and changes of use, not equipment on an existing home. The usual permitted development limits still apply, as do conservation area and listed building rules.

I live in the Surrey Hills. Is air conditioning allowed?

Yes, a National Landscape doesn't ban it. But councils look closely at anything visible, so the outdoor unit should sit low and out of view. If the house is listed or in a conservation area, check the rules first.

Which system suits a large detached house?

For three or four bedrooms, a multi-split runs them all from one outdoor unit. If you're renovating and have ceiling or loft space, ducted air conditioning hides everything except small grilles.

Can it heat my home too?

Yes. The systems we fit are heat pumps that heat as well as cool, which is useful in garden rooms, extensions and lofts.

Yes. An annual service starts at £119 and keeps the manufacturer's warranty valid. We service most brands.
