Planning in Woking, and the April 2027 change

Woking Borough Council handles planning applications until 31 March 2027. From 1 April 2027, Woking becomes part of the new West Surrey Council, along with Guildford, Runnymede, Spelthorne, Surrey Heath and Waverley, and applications go there instead.

Outdoor units on houses can often go up without a planning application under permitted development, within limits on size, position and noise. Those rights are tighter in conservation areas and don't cover listed buildings. Our planning guide explains the details. We check your address against the council's maps before we quote.

Woking's 27 conservation areas

The council has 27 conservation areas. Some are whole village centres. Others are a single road of notable houses, or a stretch of waterway.

In a conservation area you can't put an outdoor unit on a wall or roof facing the road without permission. A unit at the back, out of view, is usually the way to go.

  • Villages: Old Woking, Byfleet Village, Horsell, Pyrford, St John's, Lower Knaphill, Wheatsheaf
  • Residential roads: The Hockering, Mount Hermon, Ashwood Road/Heathside Park Road, Holyoake Crescent
  • Hook Heath: Fishers Hill and Pond Road
  • West Byfleet: Birchwood Road, Old Avenue, Station Approach, Byfleet Corner/Rosemount Parade
  • Waterways: three Basingstoke Canal areas and the Wey and Godalming Navigations
  • Others: Woking Town Centre, Brooklands, Brookwood Cemetery, Horsell Birch, Sutton Park/Sutton Green, Aviary Road

Woking homes and how we approach them

Type of homeTypical areasHow we approach it
Town-centre flats and towersVictoria Place and blocks around the centreFreeholder or managing agent consent first. Many blocks set rules on balconies and where condensers can go.
Large detached housesHook Heath, Mount Hermon, The Hockering, PyrfordPlenty of room for siting. Several of these roads are conservation areas, so rear positions work best.

Flats in the town centre

Woking's skyline has changed. Victoria Place opened in 2022, and its residential towers, The Marches, rise to 30 and 34 storeys with 429 flats.

For a flat, the freeholder or managing agent decides where an outdoor unit can go, and the lease may need their written consent. Send us the building's rules with your enquiry. We'll tell you what's possible before the survey, and give you the details the freeholder needs.

Parking on install day

On-street parking in Woking, including permits and bay suspensions, is run by Surrey County Council rather than the borough. If your road has permit parking, tell us when you book and we'll agree where the van can go.

Woking businesses

We fit and service air conditioning in offices, shops, restaurants and clinics across the borough. Commercial installs are done in business hours. We also take over servicing of existing systems from most manufacturers and keep your F-Gas records.

Woking questions

Who do I apply to for planning permission in Woking?

Woking Borough Council until 31 March 2027. From 1 April 2027, the new West Surrey Council handles planning for Woking.

Can I have air conditioning in a Victoria Place flat?

It depends on the building's rules. Talk to the managing agent first about where an outdoor unit can go. Send us their answer and the flat's layout, and we'll tell you which options work.

I live in Hook Heath. Is my house in a conservation area?

Fishers Hill and Pond Road in Hook Heath are both conservation areas. Check your address on the council's map. If you're inside one, put the outdoor unit at the back, away from the road.

Which unit suits a bedroom in a Goldsworth Park house?

Most bedrooms need a 2.5 kW wall unit, from £1,850 with a 5 m pipe run, fitted in a day. Bigger rooms or rooms with a lot of glass may need 3.5 kW.

Can I have a maintenance plan?

Yes. The Essential plan, from £119 a year, includes the annual service, records and priority booking. Plus and Twice-yearly plans add more cover.
