Its own council, separate from Buckinghamshire
Milton Keynes sits in the ceremonial county of Buckinghamshire, but Buckinghamshire Council doesn't run it. It has its own unitary council, Milton Keynes City Council, which handles planning, parking and other local services across the city, its towns and its villages.
Letters Patent dated 15 August 2022 gave the Borough of Milton Keynes city status, and the council renamed itself Milton Keynes City Council. Its current local plan, Plan:MK, was adopted on 20 March 2019. The new MK City Plan 2050 has been submitted for examination; when we checked in October 2026 it had not been adopted.
Grid roads, Redways and estates
The council describes the city's main roads as a loose 1 km grid, often dual carriageways meeting at roundabouts. Homes and businesses reach the grid roads through a network of distributor roads, and shared walking and cycling paths called Redways run separately from them.
For an install, that layout means most homes sit in quiet estates off the grid roads, often with a driveway and space at the side of the house. That's usually the simplest place for the outdoor unit.

Planning, conservation areas and Article 4
A heating-capable unit on a house is often permitted development if it meets the limits on size, position and noise. A cooling-only unit, a listed building, or a unit on a road-facing wall or roof in a conservation area needs permission. Our planning guide explains each rule.
Milton Keynes City Council says the city has 27 conservation areas. They include Bletchley, Bradwell, Great Linford, Loughton, Milton Keynes Village, Newport Pagnell, Olney, Shenley Church End, Stony Stratford, Willen, Wolverton and Woughton-on-the-Green.
Two of them have Article 4 directions on houses. In Wolverton it covers alterations to road-facing elevations, including side walls on corner plots. In Olney it covers extensions, alterations, porches and painting outside walls. Other directions cover the Central Milton Keynes business district, office to homes, and houses in multiple occupation.

Who do I apply to for planning permission in Milton Keynes?
Milton Keynes City Council. It is a unitary council, separate from Buckinghamshire Council, so applications in the city, Newport Pagnell, Olney and the surrounding villages go to it. A few edge-of-city postcodes fall in neighbouring council areas, so check your address.
Do I need planning permission for air conditioning in Milton Keynes?

I live on a new estate. Is there anything to check first?
Yes, two things. Some planning permissions for new estates include a condition that removes permitted development rights, so check yours or ask the council. Your deeds or the estate management company may also have rules about external equipment. Once that's clear, new builds are usually simple to fit.
I live in Wolverton. Does the Article 4 direction affect air conditioning?
It can. Wolverton's conservation area has an Article 4 direction controlling alterations to road-facing elevations of houses, and in any conservation area Class G rules out an outdoor unit on a road-facing wall. A rear position away from the road is the usual answer. Ask the council if you're unsure.
My upstairs rooms get too hot. What size unit do I need?
Most bedrooms need a 2.5 kW unit, from £1,850 including VAT. Larger rooms and lofts may need 3.5 kW or 5 kW. We measure each room at the survey, and our sizing guide explains what affects it.
