One council for planning, four planning areas
Since 1 April 2020, Buckinghamshire Council has been the single council for the county. It replaced the county council and the four district councils: Aylesbury Vale, Chiltern, South Bucks and Wycombe. Every planning application in the county goes to it.
The old districts still matter, because the council uses their local plans until its new plan is adopted. The Vale of Aylesbury Local Plan covers the north and centre. The Chiltern, South Bucks and Wycombe plans cover the east, south and west. A new Local Plan for Buckinghamshire was out for final consultation in summer 2026.
Milton Keynes is different. Milton Keynes City Council is a separate unitary council with its own planning team, so applications there, including in Olney, go to it rather than to Buckinghamshire Council.

Buckinghamshire homes and what they mean for an install
The house decides where the outdoor unit can go and how the pipes reach the room. That shapes most of the job.

The Chilterns, conservation areas and listed buildings
Large parts of the county lie in the Chilterns National Landscape. The Chilterns Conservation Board publishes building design guidance, with separate notes on Chilterns flint and brick. Outdoor units kept out of public view fit in best.
Buckinghamshire Council lists well over a hundred conservation areas. Among them are Amersham Old Town, Beaconsfield Old Town, Chesham, Marlow, Wendover, Princes Risborough, Winslow, Haddenham and Buckingham. West Wycombe is a conservation area too. The National Trust took over the whole village in 1934.
Outdoor units on houses can often go up without a planning application under permitted development, within limits on size, position and noise. Listed buildings need listed building consent for most external fixings. In a conservation area you can't put a unit on a wall that faces the road without permission. Questions from Buckinghamshire customers
Who do I apply to for planning permission in Buckinghamshire?
Buckinghamshire Council, wherever you live in the county, except Milton Keynes. The old district councils were abolished in 2020. Milton Keynes City Council handles applications in Milton Keynes and Olney.
Can you fit air conditioning in a flint cottage?
Yes. Flint is hard and uneven, so we plan the pipe route to need as few holes as possible and use a ground-mounted outdoor unit where the wall isn't suitable. If the cottage is listed, you'll need listed building consent first.
I'm in Amersham Old Town. Do I need permission?
It depends where the outdoor unit goes and whether the house is listed. In a conservation area, a unit on a wall facing the road needs permission. A unit at the back, out of view, often doesn't. We check your address and siting at the survey.
Which system suits a large detached house in south Bucks?
For three or four bedrooms, a multi-split runs them all from one outdoor unit. If you're renovating and have ceiling space, ducted air conditioning hides everything except small grilles. We'll show you both at the survey.
Do you work in Milton Keynes?
Yes. Planning in Milton Keynes goes to Milton Keynes City Council, and Olney has its own conservation area with an Article 4 direction. Otherwise the install is the same as anywhere else we work.
Will it heat my home in winter as well?
Yes. The systems we fit are heat pumps, so they heat as well as cool. That makes them useful for a cold extension or a loft room all year.
