Mansion blocks, conversions and estates

In the 2021 Census, 48.1 per cent of Hammersmith and Fulham households lived in a purpose-built block of flats and 24.5 per cent in a flat or bedsit in a converted house. Only about a quarter lived in a whole house. Nearly 3 in 10 rent from the council or a housing association, and more than a third rent privately.

Planning in Hammersmith and Fulham

For most addresses, planning questions go to Hammersmith and Fulham Council. Its adopted plan is the Local Plan 2018, and a new Local Plan is being prepared.

The north of the borough around Old Oak is different. The Old Oak and Park Royal Development Corporation, set up by the Mayor in 2015, is the planning authority for land across parts of Ealing, Brent and Hammersmith and Fulham, and still holds those powers. If your address is in its area, planning questions go to the OPDC instead of the council.

For a house that isn't listed, a heating-capable unit can often go in without planning permission under Class G of the national rules, as rewritten from 29 May 2025, if it meets the size, position and noise limits. A cooling-only unit can't. For a block of flats, the rules allow one heat pump per block with an outdoor unit no bigger than 0.6 m³. If the block already has one, a new unit needs planning permission.

Conservation areas and Article 4 directions

The council says it has 44 conservation areas covering about half the borough. Two more in the north, Grand Union Canal and Cumberland Park Factory, are in the OPDC area and managed by the OPDC. In any conservation area, no unit can go on a wall or roof facing a road without planning permission.

Since April 2018, Article 4 directions across the borough, outside the OPDC area, have removed permitted development rights for basement digs and for turning offices or storage buildings into homes. Separate directions remove some householder rights for named properties in conservation areas such as Central Fulham, Fulham Park Gardens, Hammersmith Grove, Parsons Green, Ravenscourt and Starch Green, The Mall and Walham Grove. The council publishes a list of the properties affected, so check yours before planning a unit.
