Planning in Tunbridge Wells

Tunbridge Wells Borough Council handles planning across the borough, including Southborough, Pembury, Paddock Wood, Cranbrook and Hawkhurst. Kent's councils are being reorganised, but the new unitary councils don't start until 1 April 2028. Until then, apply to the borough council.

A unit that heats as well as cools can often go on a house without a planning application, under national permitted development rules, within limits on size, position and noise. Those rights don't cover listed buildings, and in a conservation area the unit can't go on a wall or roof facing the road. Our planning guide covers the details.

Conservation areas in the town

The council's records list separate conservation areas across Royal Tunbridge Wells, covering most of the historic town. If your home is in one, plan to put the outdoor unit at the back or side, out of view from the road.

The High Weald and the villages

The council says more than 70 per cent of the borough lies in the High Weald National Landscape. A National Landscape doesn't stop you fitting air conditioning, but councils look closely at anything visible, so a low, screened position at the back works best.

Many villages have their own conservation areas, including Cranbrook, Goudhurst, Lamberhurst, Pembury, Speldhurst, Brenchley, Horsmonden, Benenden, Sissinghurst and Hawkhurst. Their tile-hung and weatherboarded cottages need careful fixings, so we often put the outdoor unit on a ground pad instead of the wall.

Parking on install day

The council runs eight resident parking zones: six in Tunbridge Wells, one in High Brooms and one in Paddock Wood. If you're in a zone, tell us when you book and we'll agree where the van can go. We need to park close enough to unload the outdoor unit.

Do I need planning permission for air conditioning in Tunbridge Wells?

Is my house in a conservation area?

Can you fit air conditioning in an oast house?

Often, yes. Round kiln walls rarely suit a wall bracket, so the outdoor unit usually sits on a ground pad nearby with the pipes run in neatly. Some oasts are listed, so check the National Heritage List first.

Will the outdoor unit be noisy in a quiet village?
