Planning in Chelmsford
Chelmsford City Council handles planning across the city and its parishes, from Writtle and Broomfield to Danbury and South Woodham Ferrers. Chelmsford became Essex's first city in 2012. The government withdrew its plan to reorganise Essex councils in September 2026, so this won't change for now.
A unit that heats as well as cools can often go on a house without a planning application, under national permitted development rules, within limits on size, position and noise. Those rights don't cover listed buildings, and in a conservation area the unit can't go on a wall or roof facing the road. New homes in north-east Chelmsford
Beaulieu and Channels are large new neighbourhoods in north-east Chelmsford, with homes still being built. The Local Plan, adopted in 2020, adds the Chelmsford Garden Community, which the council describes as around 10,000 new homes building on Beaulieu and Channels.
New homes are well insulated, so a smaller unit often does the job. Before we fit anything, check your deeds and any estate rules for covenants about equipment on the outside. Some planning permissions for new estates also remove permitted development rights by condition. If yours does, you'll need to apply even for one small unit.
Parking on install day
On-street parking in Chelmsford is run by the South Essex Parking Partnership, which Chelmsford City Council leads. Some streets, mostly near the city centre, have resident permit parking. If you're in a permit area, tell us when you book and we'll agree where the van can go, because we need to unload the outdoor unit close to the house.

Do I need planning permission for air conditioning in Chelmsford?
Not always. A heating-capable unit on an unlisted house can often go in under permitted development if it meets the size, position and noise limits. Listed buildings, flats and the fronts of houses in conservation areas usually need permission. Chelmsford City Council can confirm for your address.
I live in Beaulieu. Can I fit air conditioning?

Is Essex council reorganisation changing who handles planning?

Yes. A repair diagnostic visit is £125, covering the first hour on site, and it comes off the bill if you go ahead with the repair.
