Planning in Brentwood

Brentwood Borough Council handles planning applications across the borough. The government withdrew its plan to reorganise Essex councils in September 2026, so that won't change for now.

The council says Green Belt covers 89% of the borough, with the rest mostly built up. Green Belt rules are aimed at new buildings and changes of use, not equipment on an existing home, so they don't stop you fitting air conditioning.

Outdoor units on houses can often go up without a planning application under permitted development, within limits on size, position and noise. In a conservation area a unit can't go on a wall facing the road without permission. Listed buildings need listed building consent. Commuter homes on the Elizabeth line

Do I need planning permission for air conditioning in Brentwood?

Often not for a house, if the unit meets the permitted development limits. You're more likely to need it in one of the borough's 13 conservation areas, for a listed building or for a flat. Our planning guide explains the limits.

I live in Shenfield. Am I in a conservation area?

Shenfield itself isn't one of the borough's conservation areas. Hutton Village is, so check which side of the boundary you're on. If your house is listed, you'll still need listed building consent.
