Air conditioning in Sutton

We install, service and repair air conditioning across the London Borough of Sutton, from Cheam and Worcester Park to Carshalton, Wallington and Hackbridge. Most Sutton homes are houses with gardens, so there is usually a good place for the outdoor unit. Here's what to know before you book.

Of 82,348 households in the 2021 Census, 62 in 100 lived in a house (10 detached, 28 semi-detached, 24 terraced) and 37 in 100 in a flat. Most installs here are on houses, where a back or side wall is usually the simplest place for the outdoor unit.

In a conservation area an outdoor unit can't go on a wall or roof facing a road without planning permission, and an Article 4 direction can remove permitted development rights altogether. Check your postcode to see whether either applies to your street.

Victorian terraces, interwar semis and garden suburbs

In the 2021 Census, 28 per cent of Sutton households lived in a semi-detached house and 10 per cent in a detached one. Across London the figures were 19 and 6 per cent. Another quarter lived in a terraced house and 31 per cent in purpose-built flats. Almost two in three households own their home.

The council's draft Local Plan describes the mix: Victorian terraces near the old centres, long interwar streets of short terraces and semis, and flats that have replaced many Victorian and Edwardian villas since the 1970s. It picks out the garden suburb of St Helier, the old villages of Carshalton and Cheam, and the uniformly designed streets of Worcester Park. St Helier was built by the London County Council between 1928 and 1936 as a cottage estate on Garden City lines.

For air conditioning, a semi or detached house usually has a side wall or rear wall where the outdoor unit sits out of view of the street. One outdoor unit can then run a multi-split serving three or four bedrooms. In a terrace, we look at the back-addition wall or a ground position in the rear garden, with the pipes going straight through the wall behind each indoor unit.

Planning in Sutton

Planning questions go to Sutton Council. For an unlisted house, a unit that heats as well as cools can often go in without planning permission under the national rules: one unit on a semi or terrace, two on a detached house, an outdoor unit up to 1.5 m³ and a noise level of 37 dB(A) or less at the neighbours' windows. Cooling-only units, listed buildings and road-facing walls in a conservation area need permission. Our planning guide sets out every rule.

Sutton's adopted plan is the Sutton Local Plan 2016 to 2031, adopted in February 2018. Policy 33 asks development to minimise overheating with passive design, shading and planting, and asks major developments to follow the Mayor's cooling hierarchy. Policy 34 refuses development that would cause noise or vibration for neighbours unless it is properly mitigated.

A new Sutton Local Plan 2024 to 2041 was consulted on in summer 2026, and the council aims to submit it by the end of 2026. In the draft, air conditioning and other active cooling are discouraged in new homes, conversions and major commercial schemes. The draft noise policy asks for new plant to be at least 10 dB(A) below the existing background level, measured 1 m from the nearest noise-sensitive building. These are draft policies until the plan is adopted.

Conservation areas and Article 4 directions

Sutton has 15 conservation areas. Carshalton Village was the first, designated in 1968. In a conservation area, a unit at the back of the house, away from the road, is often fine. We check your street at the survey.

The council lists an Article 4 direction for Sutton Garden Suburb, confirmed in 2007, which removes rights for certain alterations to certain houses on Meadow Close, Woodend, Hawthorne Close, Horse Shoe Green, Oaks Close and Greenhill. An older direction covers roof alterations on some properties across the borough, and a borough-wide direction covers houses in multiple occupation. None mentions air conditioning or heat pumps, but on the Garden Suburb streets we check with the council before suggesting a position.

The council also names 22 Areas of Special Local Character in the adopted plan, such as St Helier, Sutton Highfields and Bute Road Estate. They aren't conservation areas, but where planning is needed, Policy 30 expects work to conserve their character.

  • Carshalton Village, Carshalton Park and Wrythe Green
  • Cheam Village, Church Lane and Park Hill
  • Sutton Garden Suburb, Sutton Town Centre and Grove Avenue
  • Beddington Park, Beddington Village and Carew Manor
  • Wallington Green, Holy Trinity and Landseer Road

Parking and access for engineers

Sutton has fewer controlled parking zones than inner London. The council lists zones in Sutton town centre, Belmont, Wellington Avenue, Longfellow and Park Lane in Cheam, plus smaller permit parking areas. On many streets we can park outside without a permit.

Where we need a clear bay, Sutton charges £40 per bay per day plus a £112 admin fee, with at least 7 working days' notice. A dispensation to park where we'd otherwise be restricted is £39 per vehicle per day, with 2 working days' notice. Any council fee is shown on your quote.

Sutton follows a joint code with Bromley, Croydon, Merton and Wandsworth for noisy work: 8am to 6pm on weekdays and 8am to 1pm on Saturdays, with none on Sundays or bank holidays. Sutton is outside the Congestion Charge zone. The ULEZ covers all of London.

Air conditioning for Sutton businesses

We fit wall units, ceiling cassettes and multi-room systems in offices, shops, clinics and restaurants in Sutton town centre, Cheam, Carshalton, Wallington and Worcester Park, and service and repair existing systems in business hours. An outdoor unit for business premises usually needs planning permission, and Sutton expects noise to be properly mitigated. We provide sound data, drawings and siting for your application.

Sutton questions

Do I need planning permission for air conditioning in Sutton?

Often not, for a house. A heating-capable unit on an unlisted house can usually go in under national permitted development rules if it meets the size, position and noise limits. You need permission for a cooling-only unit, a listed building and a unit on a road-facing wall in one of Sutton's 15 conservation areas.

Can one outdoor unit cool every bedroom in my Cheam or Worcester Park semi?

Usually, yes. A multi-split runs several indoor units from one outdoor unit at the side or back of the house. Two rooms start from £3,650 inc. VAT and three from £5,100 inc. VAT. The survey confirms the sizes and pipe routes.

Can I have air conditioning in a Sutton Garden Suburb house?

Often, yes, but check first. The Article 4 direction there removes rights for certain alterations to certain houses. We choose a rear position away from the road, pick a quiet compact unit and check with the council before we quote.

I live in an Area of Special Local Character. Does that change anything?

It isn't a conservation area, so the national permitted development rules apply as normal. Where planning permission is needed, the council expects the work to conserve the area's character. A side or rear position, out of view of the street, is the usual answer.

Will Sutton's new Local Plan stop me fitting air conditioning?

No. The draft plan discourages active cooling in new homes, conversions and major commercial schemes, and sets a tighter noise target where planning is needed. A heating-capable unit on an existing house that meets the national rules doesn't need an application.

Do you service and repair air conditioning in Sutton?

Yes, for homes and businesses, including Daikin, Mitsubishi Electric, LG and Panasonic systems. An annual service starts from £119 inc. VAT. For repairs, we confirm the cost of the visit when you book, and the repair is priced in writing before any work starts.
