Air conditioning in Harrow

We install, service and repair air conditioning across the London Borough of Harrow, from Harrow on the Hill and Pinner to Stanmore, Wealdstone, Kenton and Rayners Lane. Harrow has more semi-detached houses than almost anywhere in London, which makes it one of the easier boroughs for an install. Here's what to know.

Of 89,642 households in the 2021 Census, 65 in 100 lived in a house (11 detached, 37 semi-detached, 17 terraced) and 35 in 100 in a flat. Most installs here are on houses, where a back or side wall is usually the simplest place for the outdoor unit.

In a conservation area an outdoor unit can't go on a wall or roof facing a road without planning permission, and an Article 4 direction can remove permitted development rights altogether. Check your postcode to see whether either applies to your street.

Metroland semis with room for an outdoor unit

In the 2021 Census, 37 per cent of Harrow households lived in a semi-detached house, about double the London figure of 19 per cent. Only Bexley and Havering had a higher share. Another 11 per cent lived in a detached house, against 6 per cent across London, and 26 per cent in purpose-built flats.

Harrow's Local Plan describes the leafy, suburban character of the borough's Metroland areas. A 2026 council report on Harrow Garden Village in Rayners Lane calls it Metroland's flagship development from 1927, with houses mostly semi-detached, a few detached, many in half-timbered style. Pinner, Stanmore, Edgware and Harrow on the Hill grew from older villages, which are now protected by conservation areas.

A Metroland semi usually has a side passage or a rear wall where one outdoor unit sits out of view of the street. A multi-split can then cool three or four bedrooms from that one unit. The pipes go straight through the wall behind each indoor unit, so nothing shows inside.

Planning in Harrow

Planning questions go to Harrow Council. Its new Harrow Local Plan 2021 to 2041 was adopted on 24 March 2026 and replaces the Core Strategy (2012) and the Development Management Policies (2013). It has no policy aimed at air conditioning. Policy GR1 protects neighbours from noise and vibration, and Policy CN1 asks retrofit work to consider the historic environment and the amenity of neighbours. The London Plan's cooling hierarchy applies to major developments, not to a unit on your house.

For an unlisted house, a heating-capable unit can often go in without planning permission under the national rules: one unit on a semi or terrace, two on a detached house, an outdoor unit up to 1.5 m³, and a noise level of 37 dB(A) or less at the neighbours' windows. Cooling-only units, listed buildings and road-facing walls in a conservation area need permission. Our planning guide sets out every rule.

Harrow's pre-application advice for householders costs £324.40 for a written reply, or £530.80 with a meeting, from April 2026.

Conservation areas and Article 4 directions

The council says Harrow has 30 conservation areas, grouped around Harrow on the Hill, Stanmore and Edgware, Harrow Weald and Pinner. Many have Article 4 directions, including Harrow on the Hill Village, Harrow Park, Pinner High Street, Stanmore Hill, Old Church Lane and Canons Park Estate.

The Canons Park Estate direction, made in 2022, removes rights for alterations, roof changes, porches, chimneys and flues, and exterior painting where the work fronts a road, waterway or open space. None of the directions we read mentions air conditioning or heat pumps, but in these areas we plan for a rear position and check with the council first.

Harrow has also started designating Local Areas of Special Character, such as West Harrow Village and Kenton Park Parade. The council says these don't affect permitted development rights.

  • Harrow on the Hill Village, Harrow Park, Roxborough Park and The Grove
  • Harrow School, Roxeth Hill, Sudbury Hill and South Hill Avenue
  • Stanmore Hill, Little Common, Old Church Lane and Kerry Avenue
  • Canons Park Estate and Edgware High Street
  • Harrow Weald Park and Brookshill Drive and Grimsdyke Estate
  • Pinner High Street, Waxwell Lane, East End Farm and Tookes Green
  • Pinnerwood Park Estate, Pinner Hill Estate and Rayners Lane

Parking and access for engineers

Harrow's controlled parking zones include Harrow town centre, Pinner, Stanmore, Wealdstone and Edgware, with hours shown on the signs. The council's online map shows whether your street is in one.

Where we need a clear bay, Harrow can take up to 10 working days to process a suspension. The admin fee is £60 with more than 10 working days' notice, rising for shorter notice. Each bay then costs from £11.50 a day in a local centre to £37 in central Harrow. To park on a single yellow line in a controlled zone, a dispensation costs from £8.50 a day. Any council fee is shown on your quote.

Harrow's hours for noisy building work are 8am to 6pm on weekdays and 8am to 1pm on Saturdays, with none on Sundays or bank holidays. Harrow is outside the Congestion Charge zone. The ULEZ covers all of London.

Air conditioning for Harrow businesses

We fit wall units, ceiling cassettes and multi-room systems in offices, shops, clinics and restaurants in Harrow town centre, Wealdstone, Pinner, Stanmore and South Harrow, and service and repair existing systems in business hours. A council information sheet for commercial premises says a planning application for air conditioning units needs a noise report to BS 4142. We provide the sound data, drawings and siting for it.

Harrow questions

Do I need planning permission for air conditioning in Harrow?

Often not, for a house. A heating-capable unit on an unlisted house can usually go in under national permitted development rules if it meets the size, position and noise limits. You need permission for a cooling-only unit, a listed building and a unit on a road-facing wall in one of Harrow's 30 conservation areas.

Can one outdoor unit cool every bedroom in my Rayners Lane or Pinner semi?

Usually, yes. A multi-split runs several indoor units from one outdoor unit at the side or back of the house. Two rooms start from £3,650 inc. VAT and three from £5,100 inc. VAT. The survey confirms the sizes and pipe routes.

I live in Canons Park or on Harrow on the Hill. Can I still have air conditioning?

Usually, yes, with the outdoor unit at the back. Both areas have Article 4 directions. In Canons Park, the direction removes rights for alterations that face a road, waterway or open space. We choose a rear position, a quiet compact model and check with the council before we quote.

Does a Local Area of Special Character affect air conditioning?

Harrow Council says these areas don't affect permitted development rights. Where planning permission is needed for other reasons, the council expects the work to protect the area's character, so we keep units out of view of the street.

Will I pay for parking during the install?

Only if your street is controlled and the job needs a clear bay. Harrow's suspension admin fee is £60 with more than 10 working days' notice, plus a daily fee per bay. We show the council's fee on your quote before you agree to it.

Do you service and repair air conditioning in Harrow?

Yes, for homes and businesses, including Daikin, Mitsubishi Electric, LG and Panasonic systems. An annual service starts from £119 inc. VAT. For repairs, we confirm the cost of the visit when you book, and the repair is priced in writing before any work starts.
